Les incohérences territoriales sont nombreuses et problématiques au Sénégal, avec des découpages administratifs qui n’ont obéi qu’à des logiques politiciennes. L’Etat s’engage à rectifier le tir. Jeudi soir, lors du vote du budget du ministère des Collectivités territoriales, du Développement et de l’Aménagement des territoires, il a aussi été beaucoup question des fonds de dotation des collectivités territoriales.
Le découpage administratif pose problème, dans certaines localités du Sénégal. Les parlementaires ont interpellé, ce jeudi, le ministre des Collectivités territoriales, du Développement et de l’Aménagement des territoires sur la question, à l’occasion du vote du budget de son département.
Déjà en commission, ils ont souligné les « incohérences territoriales, source de multiples litiges liés à la détermination précise des limites communales. Selon eux, cette situation découle principalement des imprécisions des textes sur le découpage administratif ». Les parlementaires citent quelques localités qui font face à ces difficultés. Il s’agit de Bambilor, Dahra, Diender, Diourbel, KayarÂ…
Pour Mamadou Diop Decroix, il s’agit, pour la plupart, de « découpage politicien » dont les municipalités sont souvent gérées par « des illettrés qui sont appelés à parapher des documents importants ». Les parlementaires, par conséquent, invitent Oumar Guèye à apporter des correctifs nécessaires pour la construction d’espaces territoriaux cohérents et compétitifs.
Un constat partagé par l’hôte de l’hémicycle. Seulement, pour le maire de Sangalkam, le problème des découpages est antérieur au régime de Macky Sall. »Il faut dire que, dans le passé, il y a eu des découpages qui n’obéissaient à aucune logique, sinon politicienne. Si nous voulons avoir des territoires viables, compétitifs et porteurs de développement durable, il nous faut absolument revoir certains découpages, rééquilibrer, faire des corrections. Faire des corrections ne signifie pas faire disparaitre des communes ou les fusionner », précise, toutefois, le ministre des Collectivités territoriales.
A ses yeux, il est nécessaire d’équilibrer, afin de faire en sorte que les communes puissent avoir des superficies correctes pour pouvoir exister et permettre aux populations d’être plus proches des sièges des collectivités territoriales.Oumar Guèye rassure, de ce fait, que le chef de l’Etat a donné des instructions au gouvernement, particulièrement à son département, en ce sens. « Nous pouvons dire que ce travail est quasiment terminé. Nous allons donc attendre la validation du président Macky Sall, avant de nous tourner vers les collectivités qui donneront leurs avis par rapport à cette situation », renseigne le ministre.
Mais Oumar Guèye prévient: « C’est un avis qui ne lie pas l’autorité par rapport à ce qui est bon pour le pays. » L’ancien membre du parti Rewmi a, en outre, appelé à plus de considération pour les maires qui, dit-il, sont instruits et maitrisent les dossiers qu’ils traitent.
Acquis des collectivités territoriales
Le ministre des Collectivités territoriales est, par ailleurs, revenu sur quelques acquis de son département, avec l’avènement du régime de Macky Sall. Il a, à ce propos, évoqué le montant des fonds de dotation qui était de l’ordre de 16 milliards, en 2012, alors qu’il s’élèveà 25 milliards en 2020. S’agissant des fonds de dotation des collectivités territoriales, Oumar Guèye indique qu’ils sont estimés actuellement à plus de 33 milliards contre 12, 5 milliards en 2012.
Mieux, aux yeux M. Guèye, la Contribution économique locale (CEL) est venue régler les problèmes d’équité territoriale. Mais, jeudi soir, Oumar Guèye n’a pas reçu beaucoup d’interpellations, à cause de l’heure tardive du démarrage des travaux. Ainsi, 7 parlementaires se sont succédé au pupitre pour soulever les problèmes de ce département et les correctifs à apporter.
